GPS - Government Payment Service
GPS is a credit card service that can be utilized by anyone who has been assessed fines and costs after a court hearing, and would like to use the credit card payment option. GPS (GOVERNMENT PAYMENT SERVICE, INC.) is a service that processes payments rapidly for Government Agencies and can be used for charging fines and court costs.
Paying by Phone:
THE CARD HOLDER MUST PLACE THE CALL TO GPS
Those paying fines by phone can call Toll Free 1 (888) 604-7888, 24 hours a day to arrange for a payment. The operator will ask for the following information:
- Pay Location Code (4-digit Number Assigned to the Court)
- Case # or Citation #
- Dollar Amount You Are Paying
- A Valid MasterCard, VISA, Discover or American Express Card
For added convenience, the Circuit Clerk’s Office also has public access terminals at the following locations, which will connect you to the GPS site to make your payment or we can swipe your card for you.

to go to the GPS website to make a payment online.The credit card holder will need the correct 4-digit Pay Location Code in order to proceed with the payment. After the card holder has entered the 4-digit Pay Location Code, the GPS system will guide them through a series of questions based on the information Rock Island County has provided to GPS.For defendants interested in making payments online that do not have access to a computer, the Rock Island County Circuit Clerk has added the GPS website to the public access terminal, located in the Accounting Department of the Rock Island County Courthouse (Second Floor) for your convenience.Upon completion of your transaction, a “convenience fee” will be added by GPS. This fee is NOT charged or collected by the Rock Island County Circuit Clerk. Fee are charged as follows:

The GPS service allows the defendant a more convenient way of making a payment towards or paying off different fines that have been assessed to them by a Judge. Defendants won't have to wait until they can get to a bank and bring in cash or set up an appointment with the payment hearing officer on delinquent fines.Back to top
